Nebraska is a newer casino state. In 2020 voters approved gaming at the state’s licensed racetracks, and the WarHorse casinos in Lincoln and Omaha and a handful of others opened over the next couple of years. Sports betting came bundled in, and retail sportsbooks started taking bets at those casinos in 2023.
What none of it reached is your phone. Nebraska’s sports betting is in-person only: you have to be standing in the casino to place a bet, because the 2020 measures did not allow mobile wagering. And the casinos’ games, the slots and blackjack, have never been offered online here. A push to put mobile sports betting on the ballot through a constitutional amendment stalled in the legislature in 2025, so backers started collecting signatures to try to reach voters directly.
So a Nebraskan who wants to bet from home, or play real-money online slots or blackjack, has no legal in-state way to do it yet. The offshore casinos below are what fills that gap.

The casinos above are offshore: they operate from outside the US, mostly under Curacao or Panama licenses, and they accept Nebraska players because no Nebraska law reaches them.

Nebraska's criminal gambling law centers on those who promote or profit from unlawful gambling rather than the person placing a bet; there is no specific crime aimed at a casual player, and none has been applied to offshore online play. Promoting gambling in the first degree under Neb. Rev. Stat. 28-1102 covers bookmaking and running an unlawful gambling scheme; it starts as a Class I misdemeanor and rises to a felony on repeat offenses. Enforcement by the Attorney General targets operators. There is no record of Nebraska prosecuting a person for playing at an offshore online casino. Federal law is aimed the same way, since the UIGEA targets gambling businesses and payment processors, not players.
