Oregon’s lottery licenses one sportsbook and no online casino, so there is nothing state-regulated of that kind to recommend. The casinos above are offshore: they run from outside the US, mostly under Curacao or Panama licenses, and they accept Oregon players because no Oregon law reaches them.

Every offshore casino publishes a list of US states it refuses, and no two are alike. Bovada turns away twenty states, BetOnline exactly one, Red Dog only Kansas and Michigan. Oregon is on almost none of them, so the field here is full. We still check each casino against its own rules:

A person who bets with a bookmaker or takes part in unlawful gambling as a player commits unlawful gambling in the second degree, a Class A misdemeanor, under ORS 167.122. Promoting or profiting from unlawful gambling is unlawful gambling in the first degree, a Class C felony, under ORS 167.127. Enforcement runs through the Oregon Department of Justice and targets operators, not individual bettors. There is no record of Oregon prosecuting a person for playing at an offshore online casino. Federal law points the same way: the UIGEA targets gambling businesses and payment processors, not players.

Oregon’s online betting has always run on a single-operator lottery model, and it has changed hands exactly once.
The Oregon Lottery launches mobile sports betting through its own Scoreboard app, powered by SBTech, deciding it will be the only entity allowed to take online bets in the state.
Scoreboard is scrapped and the lottery hands the entire market to DraftKings in January, which becomes the sole legal online sportsbook. The single-app model stays; only the name on the app changes.
DraftKings also pulls its daily fantasy contests out of Oregon to protect that new monopoly, leaving the state’s DFS status unsettled.
Still one sportsbook, still no online casino, still no bill to add one. The lottery has shown no interest in expanding online gambling beyond sports.
Offshore casinos send no tax forms, but the winnings are still income. The IRS treats every dollar as taxable whether or not a W-2G exists (Argomento IRS 419), and Oregon taxes it again through one of the steepest state income taxes in the country, a graduated rate topping out at 9.9% for higher earners (Oregon Department of Revenue). Oregon has no sales tax, but on income, including gambling winnings, it hits hard.
On losses, federal law tightened in 2026. Under the Legge "One Big Beautiful Bill", only 90% of gambling losses are deductible federally, capped at your winnings. Break even over a year and you can still owe tax on the slice the new rule no longer lets you deduct. Given Oregon’s high rate, that state layer stings more here than in most places.
The takeaway: keep session records. Dates, deposits, withdrawals, results. With no casino paperwork coming and a steep state rate to answer to, your own log matters.
No Oregon law stops a deposit. The friction is your bank: a card issuer can decline a gambling charge, which is routine and not a legal problem. Visa clears more often than Mastercard, and several of these casinos add 5 to 15% fees on card deposits. Cards also cannot receive a withdrawal.
