Georgia bans casinos outright, online and land-based, and the 2026 legislature once again went home without changing that. Real-money play from Georgia happens at offshore casinos, and no Georgian has ever been prosecuted for it. We verified which offshore casinos state in their own terms that they take Georgia players, and ranked the ones worth your deposit.

Ranked by our review scores. The green line under each casino is our eligibility check: the date we read that casino’s own terms and confirmed Georgia players are welcome. One casino is still waiting on its check, so its card makes no claim yet.

Georgia licenses no casinos, online or otherwise, so there is nothing state-regulated for us to recommend. The casinos above are offshore: they operate from outside the US, mostly under Curacao or Panama licenses, and they can accept Georgia players because no Georgia law reaches them.
That comes with a real trade-off, and we would rather say it plainly than bury it. If an offshore casino treats you badly, no US regulator will step in. The operator’s track record is your only real protection, which is why payout history and dispute handling carry so much weight in our reviews, and why we run a public complaints desk on every review page and take unresolved cases up with the casino ourselves.
It is also why this list leans on longevity. Vegas Casino Online has paid US players since 1999, Bovada since 2007, BetOnline since 2004. Casinos that stiff players do not last decades. For the full picture of who licenses these sites and which licenses actually mean something, read our Guía de casinos en el extranjero.
Every offshore casino publishes a list of US states it refuses, and the lists differ a lot: Bovada turns away twenty states, BetOnline exactly one, Red Dog just Kansas and Michigan. So we check each casino against its own rules:
Georgia’s constitution prohibits casino gambling; only the carve-outs below exist.
| Vertical | Estado | Los hechos |
|---|---|---|
| Casinos en línea | Ilegal | No regulated online casino framework. The Georgia Constitution (Art. I, Sec. II, Par. VIII) prohibits casino gambling; only the state lottery and charitable bingo/raffles are carved out. |
| Casinos físicos | Ilegal | No commercial or tribal casinos in the state. The only casino gaming reachable from Georgia soil is the Emerald Princess II cruise ship out of Brunswick, which sails into international waters (operating as of 2026; 18+). |
| Apuestas deportivas | Ilegal | Not legalized. The 2026 session ended in April 2026 with none of HB 910 (lottery-run online sports betting), SR 131 (constitutional amendment for sports betting plus up to eight casinos, passed the Senate only) or HR 450 clearing both chambers. |
| Lotería | Aviso legal | Georgia Lottery since 1993 under the Lottery for Education Act (O.C.G.A. Title 50, Ch. 27), including online play via the official app. |
| Deportes de fantasía diarios | Zona gris | No authorizing statute, but major DFS operators accept Georgia players and the state has not moved against them. |
| Casinos con sorteos | Zona gris | No Georgia statute bans or authorizes the dual-currency sweepstakes model; no named state enforcement action as of mid-2026, while several other states have banned the category. |
| Bingo y rifas benéficas | Aviso legal | Charitable bingo (O.C.G.A. 16-12-50 et seq.) and nonprofit raffles (O.C.G.A. 16-12-22.1) with licensing; prizes capped. |
Placing a bet is misdemeanor gambling under O.C.G.A. 16-12-21. Commercial gambling (operating) is a felony under O.C.G.A. 16-12-22. Enforcement (GBI Commercial Gambling Unit) targets operators and machine rings; there are no documented Georgia prosecutions of individuals for playing at an offshore online casino. Federal law points the same way: the UIGEA targets gambling businesses and payment processors, not players.

Georgia has voted on gambling exactly once in its history. Everything since has died in the legislature.
Voters approve the lottery amendment; tickets go on sale in 1993. Still the only yes in state history.
A casino bill drafted so cautiously the word casino never appears in it (“destination resorts”). Died in committee
Sports betting amendment SR 579 passes the Senate 35-15. Died in the House
Three vehicles at once: HB 910 (lottery-run online sports betting), SR 131 (constitutional amendment covering sports betting and up to eight casinos, passed the Senate only) and HR 450. The session ends 6 April. All dead
The earliest anything can change. Most paths need a two-thirds vote in both chambers plus a statewide referendum.
Offshore casinos send no tax forms, but that does not make winnings invisible. The IRS counts all gambling winnings as taxable income whether or not a W-2G exists (Tema 419 del IRS), and Georgia adds its flat 4.99% state income tax on top (Georgia Department of Revenue; the rate dropped from 5.19% under HB 463, signed May 2026 and retroactive to 1 January).
Losses used to offset winnings fully if you itemized. From the 2026 tax year that changed: under the Ley «One Big Beautiful Bill», only 90% of gambling losses are deductible, still capped at your winnings. Win $10,000 and lose $10,000 in the same year and you broke even at the tables but still owe tax on $1,000. Repeal bills are before Congress, but the 90% rule is the law for 2026.
The practical takeaway: keep session-level records. Dates, deposits, withdrawals, results. With no casino paperwork coming, your own log is the only paper trail you will have.
No Georgia law stops a deposit. The friction comes from card networks: an issuing bank can decline a gambling charge, which is routine and not a legal problem. Visa tends to go through more often than Mastercard, and several of these casinos add 5-15% fees on card deposits. Cards also cannot receive withdrawals at all.
Crypto is the route these casinos are actually built around, and the only method that is good in both directions. Bitcoin deposits are free at most of them, and payouts are measured in minutes to hours: about 15 minutes at Bovada and Slots.lv once the standard 48 hour approval clears, 2 to 6 hours at Ignition, within a day at Cafe Casino. If you have never bought crypto, our Guía de compra de Bitcoin walks through it.
Checks by courier still exist for the crypto-averse, and they still take one to two weeks everywhere. Our centro financiero compares every method, and each review’s banking section lists the fees we actually measured.
No. Georgia has no legal casino gambling of any kind, online or land-based. Playing at an offshore site is technically misdemeanor gambling under O.C.G.A. § 16-12-21, but the state has never prosecuted an individual player; enforcement targets operators.
No. DraftKings and FanDuel run real-money casino apps only where states license them: New Jersey, Pennsylvania, Michigan, West Virginia and Connecticut. In Georgia those brands offer only daily fantasy contests.
Not before 2027 at the earliest. The 2026 session ended in April 2026 with the sports betting bill (HB 910) and the casino constitutional amendment (SR 131) both dead. Most paths require a constitutional amendment: two-thirds of both chambers plus a statewide vote.
Yes. Winnings are taxable income: federal plus Georgia’s 4.99% flat rate. And from the 2026 tax year only 90% of gambling losses are deductible against them. Details and sources in the taxes section above.
18 at most offshore casinos, and 18 for the Georgia Lottery and the Emerald Princess cruise. Each casino’s terms state its own minimum; a few require 21.
