Kansas bettors run into this all the time. DraftKings, FanDuel, BetMGM, Caesars, ESPN Bet and Fanatics have all been legal in Kansas since sports betting launched on 1 September 2022, and their apps are heavily marketed. But those are sports-betting licenses only. Open the casino tab inside one of the same apps from a Kansas location and it is switched off, because Kansas has never legalized online casino games.

There is not even a bill in play to change that. While other states debate iGaming, Kansas has instead spent 2025 and 2026 fighting over the sports betting it already has: the state’s launch contracts with its six sportsbooks expire on 27 August 2027, and lawmakers, unhappy that the state keeps so little of the money wagered, passed a 2025 budget provision blocking the lottery from negotiating any renewals until mid-2026. As of this writing that second term is still unsettled, and no online-casino proposal has surfaced alongside it.

Why offshore casinos, and why two big names are missing

Kansas regulates sportsbooks but not online casinos, so there is no state-licensed casino app to recommend. The casinos above are offshore: they run from outside the US, mostly under Curacao or Panama licenses, and they take Kansas players because no state law reaches them.

How we check these casinos for Kansas

Will you get in trouble for playing online from Kansas?

Gambling is a class B nonperson misdemeanor under K.S.A. 21-6404, punishable by up to six months in jail and a fine of up to $1,000. Commercial gambling is a more serious offense under K.S.A. 21-6406, a felony for running a game for profit. The Kansas Racing and Gaming Commission and law enforcement target operators and illegal machines, not individual players; there is no record of Kansas prosecuting anyone for playing at an offshore online casino. Federal law points the same way, since the UIGEA targets gambling businesses and payment processors, not players.

How Kansas got here

Kansas built its gambling around a state-run model, and the current fight is about how much of the take the state keeps.

2007

The Kansas Expanded Lottery Act authorizes state-owned casinos, run by private managers under contract to the Kansas Lottery.

2022

SB 84 legalizes sports betting, and wagering goes live on 1 September through the state’s casinos and their online partners.

2025

Taxes on winnings in Kansas

Offshore casinos send no tax forms, but the winnings are still taxable. The IRS counts all gambling winnings as income whether or not a W-2G exists (IRS Topic 419), and Kansas taxes them too. The state moved to a two-bracket income tax in its 2024 reform: 5.2% on lower incomes and 5.58% above the threshold, so a Kansas player’s winnings face a top state rate of 5.58% on top of federal tax (Kansas Department of Revenue).

Losses can offset winnings, but the federal deduction shrank in 2026. Under the One Big Beautiful Bill Act, only 90% of gambling losses are deductible, still capped at your winnings. Win $10,000 and lose $10,000 in a year and you broke even at the tables but still owe tax on $1,000.

The takeaway: keep session-level records. Dates, deposits, withdrawals, results. With no casino paperwork arriving, your own log is the only trail you will have.

Getting money in and out from Kansas

No Kansas law stops a deposit. The friction is your bank: a card issuer can decline a gambling charge, which is routine and not a legal problem. Visa clears more often than Mastercard, and several of these casinos add 5 to 15% fees on card deposits. Cards also cannot receive a withdrawal.
