The Philippines is unusual: it has a legal, regulated way to gamble online at home, and it has just permanently banned a different kind of online operator. Filipinos 21 and older can legally play at PAGCOR-licensed domestic sites (the e-Games and PIGO regime), which is now the country's biggest gambling segment. The illegal-gambling laws target the people who run and profit from gambling, and no recreational player has been prosecuted for playing at an offshore online casino; the arrests reported over the past year have been of operators and workers. But the Philippines is worth understanding on its own terms: it has a legal, regulated way to play online at home through PAGCOR-licensed domestic sites, and the offshore casinos on this page sit outside it. No, and this is widely misunderstood. The 2024 executive order and the 2025 law (Republic Act 12312) banned POGOs, the operators based in the Philippines that served players abroad. Domestic online gaming for Filipinos, run under PAGCOR licences, stayed legal and is now the country's biggest gambling segment.
A PAGCOR-licensed domestic site is regulated by the Philippine government: it must be 21+ and ID-verified, PAGCOR hears your complaint, and GCash, Maya and bank transfer work directly. An offshore casino is licensed abroad, outside that system: no Philippine regulator stands behind it, the state may block it, and cards or e-wallets may refuse the payment. At an offshore site your only real protection is the operator's record of paying, which is what our ratings measure.
The wallets still send and receive money and are the fastest local cash-out routes. But in August 2025 the central bank made GCash and Maya remove their in-app gambling shortcuts, and bank cards (Visa and Mastercard) are often blocked for gambling, so line up your withdrawal route before you deposit rather than after you win.
PCSO and lotto winnings over ₱10,000 carry a 20% final tax. Casino and online-gaming winnings are in principle 20%-taxable as "other winnings" under the Tax Code, but there is no routine withholding on ordinary casino play, so for a recreational player it is largely academic.
