Thailand is strict, and unlike many countries it can reach the player, not just the operator. The Gambling Act of 1935 bans almost all gambling, casino games are in its most serious category, and there is no licensed online casino here. Every site on this page is offshore. Possibly, and that is the honest answer. Thai law makes the player an offender, not just the operator: under the Gambling Act a person who plays a prohibited game such as poker or roulette can face up to three years in prison or a fine up to 5,000 baht. In practice the police and cyber authorities put their effort into operators and money-laundering networks rather than individual players, and prosecutions of ordinary online punters are rare, but arrests do happen in raids and bank accounts tied to gambling money can be frozen. Foreign residents and visitors carry the extra risk of immigration consequences on top of the criminal penalty. Nothing about an offshore casino obliges it to pay you either, which is why our ratings are built on casinos we have cashed out from ourselves. If you weigh all of that and still choose to play, treat the legal risk as real and keep your exposure small.
